I searched google to find a php script to use when a user logs in that it displays a box telling them that the site as been updated since their last login ie: new content, new downloads, updated content etc.

Is there a php script that can do this or is javascript the best way. I am just concerned that if i use javascript, some people may have it disabled.

PHP would be the way to go with this, you would need to keep track of the last time the user was active (You can update this as they move from page to page if it's routed through an MVC structure of some sort)
Then when you update the content, you simply record the time and date to the db for that particular change, and if the user logs in and the last active time was before the change then display the change

How would you go about coding this. Where would i start.

Is there a script already available that I can purchase and modify.

Not sure if there's a script already out there but I'm sure you can pay someone to do this custom script for you for a nominal fee
