:D

Welcome to the forum, but :)... Before coding something be so gentle and open a book about that language or read an online tutorial about that.

CSS:
http://www.w3schools.com/css/default.asp

CSS codes are to be used:

1. locally, as style (that means inside the HTML tags). Not recommended.

<body style="background-image: url(image/whitedesk.gif);background-repeat: no-repeat;">
...

2. embedded, usually in the HEAD of the document. Embedded CSS codes must be nested within the specific markers:

<head>
<style type="text/css">
body{
background-image: url(image/whitedesk.gif);
background-repeat: no-repeat;
}
</style>
</head>

3. external, within CSS type files

<head>
...
<link href="mycss.css" rel="stylesheet" type="text/css">
...
</head>

where myccs.css looks like:

body{
background-image: url(image/whitedesk.gif);
background-repeat: no-repeat;
}
