I use FFmpeg for any type of conversion between different media files.

I just use winff/ffmpeg for everything pretty much
gnome sound converter is also a godo sound converter but winff/ffmpeg does everything without any hassle......
vlc will also do conversions as well as being the best player there is

I used to use audacity for converting. It supports many different bit rates and formats. It's more for editing and a little old school looking now, but does a decent job.
