years ago, when I actually had money to blow, I prepaid a hosting account with freehostia.com (http://freehostia.com) until 2013 with the plan of actually being able to use it. But, times are tough and I can't use it anymore.

they have different plans available than what they had when I signed up but I paid $1.95/mo for the hosting. There are 39 more months left on the account, All I am asking for it is $25, so I can reactivate my EVE Online account. That is about 64ish cents a month for hosting.
This is a good savings for cheap hosting.
This would be good for small businesses or family websites or blogs.
I have never had problems with them with downtimes. You even get SMTP server usage.
