Manipulating UPLOADED music files ??

I want to rcv uploaded music files (home recordings of cultural and folk music/songs), convert them to one file format (probably mp3), strip off any ID3 type tags, and rename it.

Can anyone suggest a PHP-based or PHP-friendly utility/program?

I'm in the planning phase, so technically, we have all the flexibility in the world.
Any suggestions are welcome.

there sure is, it's called Lame, http://lame.sourceforge.net/

I've done something almost the same as this in the past and it works great.
