Need Joomla! assistance

I'm in need of help with implementing Joomla! CMS+website to my FTP server.

DOMAIN:

I want to buy the following template:

I would like to add/change:

- "Subscribe to newsletter" where the "Login Form" is located now (including setting up a database where names and e-mail addresses are stored and preferably also a way to unsubscribe)

- Create a contact form

- Create/leave space for flash/static banners.

- Also, in the future create a log in system where people can get access to more content after registering and signing in. (not included in price now, just so that it would be possible without any drastic changes)

- And maybe help me a little bit with SEO.

I don't know if the server have support for what I need. It says it has CGI Support: PHP5, Perl, Python, Ruby. Is that ok?

I also don't know what is possible with Joomla! so please let me know if some things are not possible.

And give an estimated price!
