Trying to locate a Windows type simulator

I am going to do some tutorials for windows and setting up some different components and was wondering if anyone had a windows simulator that lets you click start and other menu options from there and/or right click on the icons on the desktop.

I'm trying to come up with something myself, but if someone else has something I can use as a base it would save me a ton of time.

P.S. Windows 95 or better (not linux :))
