PHP FULL list of countries AND states dropdown?

Does anyone know where I can get a FREE, FULL PHP dropdown code that displays ALL countries AND their states AFTER selecting a country?

You would probably be quicker making this yourself using an XML file, since it's unlikely you'll get one otherwise
