Currently i have 450W power supply.
I i upgrade to 650W will that be sufficeint or i need more

If it is working on the 450 watt as-is you are probably ok. If you want to know approximately how much power you are using, you can use one of those kill-a-watt power meters on your computer to see how many watts it is drawing. It isn't precise since the power supply isn't 100% efficient but it will give you a ballpark figure.

With current system if i use 4 CD drives and 3 Sata HD then system won't boot , blue screen comes and restarts
IF i remove 2 CD drives the system boots ok

Pure curiosity......why 8 CDRW drives? Also, what case are you using that has room for 8 of them?

That doesn't necessarily indicate a power supply problem. Could be a problem with the IDE controller.

I need to write many Cds at once so i need that
This is the case (http://www.thermaltake.com/product_info.aspx?PARENT_CID=C_00000090&id=C_00000091&name=Armor%2B&ovid)
I checked that my PS is 430W.
What can be the problem with IDE controller

Bad hardware, bad connections, faulty drivers, take your pick. When you did your test I assume you unplugged the same two each time you tried it. Try unplugging a different set on a different controller and see what happens.
If there wasn't enough power to run the devices the system wouldn't stay running, it would just shut off when the internal fuse in the power supply was tripped.

Actually i tried each of them separately and they worked.
First i tried 4 Cd drives with one SATA and it worked
I tried 4 Cd drives 2 SATA it restarts after going in midway with blue screen.
I tried 3 SATA 2 CD drives and it worked

If you want any sort of real good thermal conduction between the CPU and the heatsink, yes.

I bought thermal paste yesteray it came with one paper template and it told me to apply paste to paper and then join the paper to fan and then remove the sticker and apply to CPU base
Won't that paper burn with high temperature

All you need to do is place a small gob of thermal paste on the CPU and then set the heatsink down in place and lock it down. Try not to slide the heatsink around while you secure it.
Make sure the bottom of the heatsink is clean first (remove old thermal paste, any dust, etc.) and if you feel up to it, the top of the CPU.
If you are unsure how much thermal paste to use, put some on the bottom of the heatsink and press it against a piece of paper, then you can see how much it will fan out. Then once you are done, wipe the heatsink clean and apply the paste like I outlined above.

I think i now have paper between CPU and heat sink.
i will remove that today

Instead of dealing with this why don't you just buy a cd/dvd duplicator. I am sure you could pick up a decent priced on on ebay, newegg or tigerdirect.

I checked that 7 CD duplicators cost around A$650.
SO i bought
Thermaltake Armor+ Case - $245
New 700W power supply - $155
5 DVD Writers (i already had 2_ - A$150
SO around 550$ i now have 7 CD/DVD duplicator with very good lokking case. + i learned lot after dis-assembling old PC and then installing in new CASE

The premade duplicators you looked at, they were automated ones through right? Or did you have to still manually load and unload the discs from the drive?
So did you get the one you built all working?

The ones which i look were not the automated one. I manually had to load the disk. Thas why i thought its good to build ur own.
The automated one were very costly here in australia around $2000
