That's a normal textarea (http://www.htmldog.com/reference/htmltags/textarea/) tag, which automatically shows the scroll bar, when the content is larger than its dimensions.

PS: Get firebug for your firefox (http://getfirebug.com), which will help you to inspect html pages.
