I have a set form that my boss is having me change. On it is some text as a disclaimer that shows up and below it is a button that says "I Accept".

He wants me to change it so that the button is still there, but after 10 seconds the button would be automatically clicked. This makes it so that the button will can be pressed by the user, and if they don't click it, then it would go through automatically anyway.

Is there someway to do this using HTML?

No, this is only possible with JavaScript. However, I have to question the use of it anyway. Your boss expects that people fill out the form and read the disclaimer within ten seconds? What happens if somebody isn’t as quick with reading? What happens if the telephone rings (or whatever) while filling out the form or reading the disclaimer and people pick it up and chat for a few minutes? I wouldn’t want to have something automatically submit without my choice. That’s terrible practice in the internet.

VIPStephan pretty much summed it up and considering that you have said that the button displays the text "I Accept", if it then automatically clicks it after 10 seconds then the user isn't accepting at all.

To me, that will only frustrate users and likely make them not want to use your site again.

I can understand this being used in other areas (e.g. an advert before launching into a website), but not an agreement.
