Your reliance on a background image for your navigation is a little bit buggy. Anything too much smaller than 800x600 causes distortion and misalignment with your background image.
I also don't like the fixed font sizes in IE. I don't like using pixels as it is not very accesible. I mean, what if I was like my father and couldn't see small text very well? Then what would I do, especially if I did't know about other web browsers that could change the text size.
Unless the clock in the upper right-hand corner is going to serve an underlying purpose it's too useless, especially if it is in JS and just pulling the time of my system. I have a clock in the bottom right had corner of my screen that does the exact same thing.
I won't get into your coding too much since I know how sloppy coding can be when you just start a design (mine is terrible!), but if you are looking for advice, why not try a css based layout instead of using tables? It's not a must, but it might be a nice idea to get you going in the right direction.

umm... is the time meant to be over the nav bar?...... i'd have it next to the welcome back admin bit..

I'd suggest giving the page header a bit more room; it looks a little cramped right now. Same goes for the nav bar; the place the clock thingy is in now it's interfering with the nav bar, causing the latter to fold in into what looks like a long string of text in smaller windows. Relocate it, or lose it.
Also, your background-image isn't showing because you've coded the incorrect property.
I think your design needs to flesh out a lot more before any useful comment can be made: think up a title or a logo or something, and have working links to one or two actual pages.

The dotted backing is not very pretty, and you may not know this, but I really do hate black.
I'll give it a decent 6/10.

Well, I did think of a name...but I have not registered it and don't want people to know it. krycek knows though :rolleyes:
