IP logging software

is there any software that will create a log of the IP addresses my PC connects to and the time and date of when it connected?

I would like some software as i'm sure something on my pc is not right, with no user activity on my net, my connected icon flashes in the taskbar like there is data transfer,

you can use ZoneAlarm FireWall to give access to only those programs that access the internet that you want to allow. And you can stop all the other ones. I think the webpage is http://www.zonealarm.com and its free for a simple one...
