Simple PHP and MySQL website?

We have Printer data in a SQL database
(SerialNumbers,Ink Levels,ClientID,PageCounts,....)
We would like a website that would allow for us to pull up printer records of page counts and ink level usage over a period of time.

We would also like to allow clients to have a login that would allow them to monitor there own ink and page usage.

Really have no idea how much work this would be and would like a estimate on what it would take.

How does printer update ink level in the database ?
