gray row on the bottom

There is a gray background colored- row on the bottom in my browser.

IE Icon is on the left most in the row.

If my mouse is on a linked button, the http:// address is showed up.

How can I remove the row, and how can I make it shown.

I like to control it.

Can I control it by setting my browser or
Does it depend on how a webpage is made?

I think you are speaking of the Status Bar.
You can toggle it on/off through IE:

View > Status Bar

Use the check/uncheck

you cant remove it selectively on your surfers browsers, though...
