Looking for php programmer

Hello,
I need someone to help me with ongoing small projects that I have with my websites. I know intermediate level of php too, but need someone with very good php/html/css knowledge, for the difficult items that I don't have time to deal with. The person must have good general web programming knowledge so that he/she will also give me advices on website related matters when I have a question... so it is not just the task being worked on.
Please let me know with your hourly rate. (The rate needs to be very, very low, but remember this can be a very long working relationship as there will always be projects need to be done or help needed.)
