Need a Small Website Built ( Nice Design )

I have an amazing idea of a site that i want to start within the next month or so. I will not give details of site out on forum but i can list what it contains and then if your interested, we can talk in private about a price.

This site will contain:

A Referral System ( 3 levels )
Referral Tracking Software

That is actually pretty much it. Pretty simple.

What is your budget ?

Well i was hoping not to spend any more than $200 on this project. It is a very basic site.
