I am going to be starting to setup a new site and was wonder what screen resolution I should design it to.

I would say no higher than 1024x768 but it can depend on your target audience. But for the most part if you build a more fluid layout, it can adapt to whatever size browser the user has.

the resolution should be 780x430 but it depends according to your requirement..but usually i use to desing in 780x430

780x430 is far too small in todays world IMO. 5 years ago it may have been acceptable but I agree with oracleguy that 1024x768 is a reasonable maximum.

Definately 1024x768, and although Oracleguy is correct about fluid designs, 99% of them aren't very aesthetically pleasing :)
