(1) bgcolor=blue : this code makes the background color blue.
(2) background=image.gif : this code makes the backround with the full of the image.gif.

(3) I want to make background with "text".
for example:
bgletter="hello"
or
backgroundletter="hello"

this would make the table with the full of the word "hello"

is it possible?

there are a number of ways to accomplish this, i would say the most simple solution that comes to mind would be to just create an image with the text you want, or lay down a division with a z-index, type what you want, and place everything else on top.

It would certainly open up a myriad of new ways to annoy visitors to our pages.
I for one am really curious about what you envision with character backgrounds: shouldn't a background be fitting and unobtrusive, just there to make the content (text, images, etc.) look good?
