Is the a way to send my contact list from outlook to my hotmail account?

I don't think so, you can administer Hotmail through Outlook Express though and probably Outlook.

Thats the thing. I've got the contacts for a hotmail account set up in outlook, but if I log on elsewhere I don't have my list.

My opinion on your question: hotmail won't give you the possibility to load an address list, so if you want them on OE and directly on hotmail (for direct web access), you'll have to enter them twice :-/
