Changin desktop icon text colour

Does anyone know how to do this in Wondows XP Home?

The option is grey'd out in properties => appearance => advanced I've even looked through the registry but can't find anything :(

Really annoying as I have a nice light desktop I can't use. :mad::(

Not sure in XP, but have you tried running Iconoid?:
