Possible to populate PDF from SQL

I am kicking around an idea here, and I was wondering if it is possible to populate PDF forms from SQL database using ASP.NET, PHP, Ruby on Rails, etc...

I have seen a few things (third party .dll files) that you can use to do this with C#, and maybe I am overthinking this when it seems that you'd have to be writing the application as a non-web application to use these?

Dependant on your language you prefer to use, the code will differ that declares http headers that the file is to send. Either way, the content type you need to send is this: Content-type: application/pdf

And from there on in you can just spit out your text, I think you can even use CSS but I could be wrong on that.
