PSD to HTML with PHP and SQL driven website

Hello there, sorry to bother you.

I currently designed a new website I want to get up and running. It will be (hopefully) a ShoutCast Radio Site.
Let me give you a few details on what I 'would' need:

Page Title: Home
Welcome
Content area at the top just for the welcome title and about the site.
DJ Says
Below that is where I'd want the DJ Says. This will obviously need a Control Panel for DJ's to login and post it up on the front page. I have been driven to believe this can be done with CUTEnews. (I don't know I'm not a coder)

Admin Says
This is similiar to the DJ Says but for Admin use only.
SHOUTcast Status Panel *This must be displayed on every page*
This panel to show if the Radio is off or online and also to show Now Playing, DJ Name, Current Listeners and Support players.

DJ of the Month Panel *This must be displayed on every page*
I'm hoping this can be done through a Admin Panel. An admin will tick a DJ's profile and then it will take the DJs name and picture for it to be displayed here.

Recent News&Events Panel *This must be displayed on every page*
I would like this panel to be showing the titles and dates from the News & Events page.

Page Title: Staff
On this page I'd like at the top the content then below a list of Profiles which displays a 150x150 profile picture and Details. This page is mainly for Management and DJs.
Hoping this could be done through a Admin Panel.
Page Title: Schedule
Content at the top then below a Schedule TimeTable with DJ names and times...
Hoping this could be done through a Admin Panel.
Page Title: Contact
Two contact forms with content above each of them. One for contacting the Staff for site related issues, and another for contacting the current DJ.
Page Title: Apply
Same as the contact page but more information as this will be done for Hiring staff and DJs.
Page Title: Chatroom
An IRC WebClient which people can signup and join in with the chat.
Page Title: News&Events
This page is where Editor's can upload content about News and Events. I'm sure this can be done through CUTEnews too so I believe.

Please note all designing has and will be all done by myself.
How much would this job cost and how long?

Is there a deadline you were trying to meet? I won't be available for about 2 weeks. I've done sites before from psd to html including php and mysql so I can do everything you need done. I won't be using cutenews as I'll make something a little more custom and not too overkill for what you need. I'll pm you my contact details as well as a quote.

But I am 100% serious about this site.

I've been running online Radios for sometime, but mostly through Message Boards (e.g IPB). Lately theres been a hell of a lot of Radios sprung up in Message Boards, such as IPB, vBulletin, phpBB.
So this time around I want to do something a bit more different, focusing more on the HomePage rather the message board if that makes sense.

I would be ale to do this for you. How much of a budget are you looking for?
