What welcome screen? What?
When the Windows 7 first loads, a screen saying "Welcome" comes up with a ghastly light blue background. The Ctrl/Alt/Delete menu comes up on it in white, which I find difficult to read. It has four coloured segments rotating about each other in the centre which leads to this screen. It's the last thing you see as the Desktop comes on.
If you have Windows 7 then you will see this screen everytime you boot up.

I found this from (http://freewareforus.com/2009/05/winbubble-lite-2009-access-windows-7.html) Google.
I'll try it in the morning. Just off to bed.

Thats not what you want. You want to change the flower welcome screen background. That program likely won't do that for you. That will help you change the picture when you go to system propeties.
What you need is LogonStudio Vista (http://www.stardock.com/products/logonstudio/downloads.asp). Make sure you get the vista version. Yes I know you have Windows 7 so before you ask, yes it will work. I've used it on Windows 7 and it works fine. Once installing and opening you will be given a few preinstalled logons. You can make your own by using your own background image if you like. The program will stretch it so its best to get one that is already sized to your resolution. You can also download more from www.wincustomize.com. You don't need to have an account with them to download the logon screens. There are hundreds to choose from.
Just click apply when you've found the one you want.

Oh, I love that screen. Anyway, you can replace it yourself witha registry hack, it just has to be a JPEG which is under 256kB (you're screwed if you have a larger monitor, though, and it has to be a simple picture to keep the size down.) See http://lifehacker.com/5170758/

I did read about that. I knew about LogonStudio before the registry hack, just wasn't sure if it worked with Windows 7. IMO the registry hack is too much hassle. A program that does the work for you I think is simpler.
There is also Tweaks.com Logon Change for Windows 7 (http://tweaks.com/software/tweakslogon/).
It works but I had trouble getting the logon screen to stay how it was when I changed my theme.

Thanks for the help. I have now replaced the screen with one of my choice. Easy.
Thanks Aero and Cyan for the links. Very useful.

Then it probably wasn't done right because I still use this on some systems. However on my current system I have tried http://pacmani.deviantart.com/art/Logon-Editor-Beta-149922645
Which works really well.

Well, see all I did was run it and open it. I clicked "Upload" and uploaded a hello kitty picture I had, then I clicked "Apply" and it brought me to the welcome screen but it still had the same picture my ex put up for me from before, then I logged back in and it brought me back to the screen, so I tried again and it did the same thing with the same background. SO. I used one of the ones that was already there and STILL it didn't do what it was supposed to..
What am I doing wrong ?

I don't know what you did. Maybe you didn't save it. Use the program I linked to above. It works.

The program in the screenshot is not the program I told you to use.
