you can send sms in almost any language. You will need to pay for a reliable sms solution and i hae found through experience that some of these providers dont always send to some phone companies.

i use http://www.redcoal.com/ for my sms and i simply use a php mail() function that emails an address as redcaol that then sends out the sms. :)

Off topic here, just in case someone would take it as an insult. Phool (pronounced P-hool) means flower in Hindi/Urdu -> not to be pronounced as "Fool".
