Is there a reference of the IP addresses of the United States and other Countries I need to block access to a folder on my site to only IPs from my area because I keep getting hacked, and using a ht password is causing problems with some of my functionality.

I'm not able to modify my server I need a list of the regional ip addresses so I can only allow addresses from my state or country
According to http://www.maxmind.com/app/mod_geoip, you can put the required code in your .htaccess file.
Does your web host not allow you to have an htaccess file?
(I'm assuming you are on a Linux server)

if you keep getting "hacked" i would investigate the cause of the hack before even attempting region based blocking.
is this a case of someone has your ftp password and keeps overwriting files? is the host server compromised? is your code crap and allows sql injection or xss? etc
resolve the issue of why your being "hacked" instead of trying to sweep it under the carpet
