ok, I got a file from friend and I can't open it nor have a way to contact them about it. Its something called "blah.let.rec." it was a recomendation letter but I can't seem to open it with word. What can I open it with and what app possibly wrote it? If you noticed or not, there is a period at the end of the file extension that I don't know about either.

Open it with Notepad first and see if it's legible, if it is just rename it to the .txt extension. Otherwise, contact the friend and ask them what they used to create the file.

Er, I suspect the "let" stands for letter and the "rec" stands for recomendation. ;)

I'd open it in Notepad or a text editor as Roy says, then change the extension to .txt or .doc maybe.
