My defragmenter does not work. It used to work. So some program must be on. How do I get a list of programs running.

Quick answer: There are better methods, but you can try pressing Ctrl+Alt+Del

Boot up in safe mode then run the defragmenter.

What spook said is probably your best bet if your running 9x or ME. Or you can use a 3rd party defragementer like Diskeeper that are more realistic and won't restart if there is a slight change.
