You can use CSS in NN4.
You need good compatibility chart

Well, nn4 has a far worse css support than most others, especially in the way some css crashes it.
To get the full potential of nn4, use JSSS, as described in JavaScript Client 1.3 Guide & References on DevEdge (see sig) and the JavaScript-based Style Sheets proposal (http://www.w3.org/Submission/1996/1/WD-jsss-960822.html). In essence, nn4 works as an entirely different beast from the other browsers, and if you really want to give it css, you have to be very careful to see that it can handle it.
There's a heap of dhtml you can use in nn4 - the browser reeks with features, some of which still are missing in moz/iem/iew/opera/saf/w3c standards, it's just that it has a proprietary system that doesn't really work well together with other browsers - or the W3C standards for that matter. Not to speak of the fact that lin/win/mac versions all come packed with their own, individually crafted list of crashing bugs.
