Are you talking about a custon coloured scrollbar... for IE5.5+?
If so, check this out:

colored scrollbars work in konqueror too i believe.
keep in mind that the coloring is not a standard, its proprietary code.
They work Opera too only that "feature" (puke) isn't on by default.

Dude where is that option? I wants to get rid of the default scrollbars...
You have to add a line to the .ini.
*meow searching with feable paws*
Here. In you opera6.ini add this line under [User Prefs]. (If it's already there change its value to "1".)
Enable Scrollbar Colors=1
Me feeling sick now. :(

Why would anyone want to ADD support for that feature? I'm using user stylesheets to REMOVE them from the browser that has them...

Well I like coloured scrollbars. Yeah I know they're semantically a contradiction, because the scrollbar is part of the window and not the document. But even said - they can look cool; not that I ever get to see them anymore, since I stopped using IE ...
What I disliked is when authors change the colouration and don't respect the *shape* - like they make it non-3D, or worse still recessed, or without visible arrows.
But this (http://www.brothercake.com/Ref/scrollbars.html) is probably the worst thing you can do :D
