html emails in outlook

I've just gotten my web site up and running, and made a very nice html email to send as an announcement. However, when I try to send from Outlook it just goes out as plain text. I went online and followed the directions to send in html (tools/options/mail format/html) however, still isn't working.

Does anyone know what I may be doing wrong? More important, any good links for html email in general, and outlook email management?

Have you tried "Tools > Options", then click the "Mail Format" tab, and make sure the "Compose in this message format" dropdown selector is set to "HTML" - IRC it defaults to Plain Text.
