Try give the code so we can see exactly what is wrong. What I think it is, is misplaced code.

From the source code. I notice that you put a link to the image in HTML and again in CSS. You don't need both...

background-image: url(http://i708.photobucket.com/albums/ww85/Ginger_Skies/DeadSummer-Contaner.png);

<img src="http://i708.photobucket.com/albums/ww85/Ginger_Skies/DeadSummer-Header.png">

Also your center tag has no end tag. Just two start tags. Close one of them.

<center>
<br>
<div id="container">
<img src="http://i708.photobucket.com/albums/ww85/Ginger_Skies/DeadSummer-Header.png">
<div id="content">
<center>

Any way this is your main problem.

<BODY TOPMARGIN="0" LEFTMARGIN="0" RIGHTMARGIN="0">

See that? It makes EVERYTHING in your body align to the top because of that. Both the image and the content. What I would do is take that out and then using CSS align only the image to the top. It would work much better and then the content would be below the image.

I hope I helped!
