PWS for which OS? Regardless, it would be a download from MS.

It comes with a couple of different mircosoft products too, like its probably on any FrontPage CD and I know its on the Office 97 CD. It also is part of the NT option pack.

I tried looking on download.microsoft.com but it only has it for Mac.
