Ok, I need to change the title to
"How can I change to Actionscript 3.0?"
Ok, so I have flash, and It has actionscript 2.0, but I found a really good book for 3.0 and I need to somehow change to 3.0.
So, what I'm asking is, how can I change my flash actionscript version from 2.0 to 3.0?

What version of Flash do you have?

Flash 8 is a bit dated now. It doesn't have support for Actionscript 3. You would have to buy a newer version (CS3 or CS4), or there is another option is you wish to program outside of Flash.
Note: This is programming without being able to use the stage or any of the visual editing of Flash, but this style will teach you to be a better programmer (and this is the direction Flash is going so its best to start with it if you can). It will be harder to start, but will be for the best unless you wish to purchase the software.
Download FlashDevelop (http://www.flashdevelop.org/community/viewforum.php?f=11)
Download Flex 3 SDK (http://www.adobe.com/cfusion/entitlement/index.cfm?e=flex3sdk)
Setup FlashDevelop (http://www.flashdevelop.org/wikidocs/index.php?title=Documentation)
Then you can learn how to make anything AS3 (even Flex and AIR apps)
