I see beautiful websites all the time and wonder, can it be done and has it actually been done without Photoshop? :confused:
People have told me that it can make awesome layouts with its CSS feature that splits up a layout into separate images.
Can GIMP really compare in terms of web development?

You're confusing the graphic creations (using Photoshop), with the actual layout of a website.
The web designer creates the fantastic images and graphics using whatever program they use,
and then the web developer can use those images (either whole or broken apart) within their
XHTML/CSS to render the layout of the page(s).
Not many people are experts at BOTH Web Design and Web Development.
Usually, a graphic artist that uses Photoshop, GIMP, or whatever can do pixel-perfect
graphics, but can't grasp the actual "coding" to make a web page. The Web Developer
knows how to code with XHTML/CSS/PHP etc. He/she can take any graphic image and
use it on a web page.

In simple terms, the answer is Yes. Graphics can spice up a website, but a flashy website can still suck. The layout is the whole key. Look at this
Its all graphics, but its horrible, where is the links? how do you know what to click?
And for this one, it doesn't have much graphics, it's just basic colors mostly, and it's nice and clean and looks great.

Beautiful websites can be done without Photoshop. Although, if you are looking to get a little "spice" added on your site, I would suggest getting a FEW nice, clean, SMALL graphics. The main pitfalls to using graphics include slower load times (compared to a site that is made entirely using CSS), browser display issues, as well as the ability to go overboard.
Run screaming from animated .gifs, little fireballs surrounding your name and such.
Again, I agree with master, the short answer is yes. At the end of the day, content and usability are what make a site great.
This is slightly off topic but on that "oh my brain" site - is that slider nav bar created with CSS or Flash? That site is gorgeous.

And, for that matter, my company has never used Photoshop and has always used The Gimp.
