Need someone to create a javascript iframe

I need something similar to the download function on the link provided below. After you click download an Iframe pops up and you have to finish the survey before downloading the file.

It can be done in PHP or perl , not in javascript.

Is it creating ads, surveys and targeting them? Or the web site that would have those ads and surveys in the iframes / require to do something before downloading. Or maybe it will be the same web site that would do both?
