We are trying to redesign our website, we are using CSS for designing, but sometimes it does not work properly on some browsers. The question is how can we make our design consistent in all browsers?

Nah, you need to get very familiar with conditional statements in css and *gulp* hacks (and have several evenings ready to dedicate to being frustrated with IE ;) ). There's information on these things all over the internet, this could be a start:

and I've just found this, I haven't tried it but it looks like a good idea; it's javascript based though so you face the possibility of user's not having javascript turned on

Write standard markup. Validate early and often. Test using a modern browser (anything but IE). Easy.
