I have a website with a slight problem. There is one page that when viewing on Internet Explorer, you can see the background spaced between the navigation bar (it's not tight and crisp like I view it on all other browsers and on a Mac). The site can be viewed on http://www.jimcantrell.com/Stratspace and the page is "Services". It has a secondary nav bar, but it is only on the "Services" page that the problem seems to occur. Is there an error in the HTML that I just can't see?

Do you mostly use divs?

Yes, most professionals use css (including divs) for positioning. I pretty printed (formatted) your code and it looks like this:

<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" "http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd">
<html xmlns="http://www.w3.org/1999/xhtml">
<!-- InstanceBegin template="/Templates/Services.dwt" codeOutsideHTMLIsLocked="false" -->
<head>
<meta http-equiv="Content-Type" content="text/html; charset=UTF-8" />
<!-- InstanceBeginEditable name="doctitle" -->
<title>Services</title>
<!-- InstanceEndEditable -->
<!-- InstanceBeginEditable name="head" -->
<!-- InstanceEndEditable -->
<style type="text/css">
<!--
body {
background-image: url(Images/StratspaceBackground.jpg);
}
-->
</style>
<link href="main.css" rel="stylesheet" type="text/css" />
</head>

<body>
<table width="800" border="0" align="center" cellpadding="0" cellspacing="0">
<tr>
<td width="800"><a href="index.html">
<img src="Images/Services_Header.gif" alt="Header" width="800" /></a></td>
</tr>
<tr>
<td>
<a href="AboutUs.html"><img src="Images/Services_AUs.jpg" alt="Services_AU" width="148" /></a>

<img src="Images/Services_BrownBar.jpg" alt="Brownbar" width="208" /> </td>
</tr>
<tr>
<td>
<!-- InstanceBeginEditable name="EditRegion5" -->
<table width="801" border="0" cellpadding="5" cellspacing="0" bgcolor="#FFFFFF">

<td>

</li>
<li class="bodytext">

what the customers needs are, and if you should spend precious resources on the opportunity</div>
</li>
</ul>
<p align="left">
<span class="bodytext">Ideal for small and medium businesses, our services provide the leverage you need to
obtain the results of a large aerospace company business development group without the overhead.</span><br />
</p>
</div>
</td>
</tr>
</table>
<!-- InstanceEndEditable --></td>
</tr>
<tr>
<td>
<a href="ContactUs.html"><img src="Images/StratSpace_Bluebar.jpg" alt="Bluebar" width="508" height="27" /><img src="Images/StratSpace_ContactUs.jpg" alt="Contact Us" width="85" height="27" /></a>
<a href="Terms.html"><img src="Images/StratSpace_Terms.jpg" alt="Terms and Conditions" width="133" height="27" /></a>
<a href="Sitemap.html"><img src="Images/Web_StratSpace_18.jpg" alt="Sitemap" width="74" height="27" /></a></td>
</tr>
</table>
</body>
<!-- InstanceEnd -->
</html>

What I don't see is all the table codes required for accessibility.

I'll agree that tables are bad (for most situations), and the link you put says there is no page there. But eventually I found the page, and . . . I don't see the problem. Is this with IE 6, 7, 8? I'm using IE 7.

Do you mostly use divs? Yes, for making the layout(to represent some blocks/divisions) since we know tables are stupid for layout (http://www.hotdesign.com/seybold). We use tables for showing tabular data. So the basic idea is to keep our markup semantic (http://www.boagworld.com/archives/2005/11/semantic_code_what_why_how.html).
