Website Problem In I.E and other Browser

hi,
why a website appear different in web browser, i make my website in Frontpage and see its preview in I.E and Opera,

I am using 1pt border with brown color in my Index page when i see its previw in IE it appears normal when i see in Opera and FireFox it appear with border of 2pt and gray color ,

Welcome to CF. I'd recommend you to read "Why tables for layout is stupid (http://www.hotdesign.com/seybold/)" first.
Then check what's markup validity (http://validator.w3.org/docs/help.html#validation_basics) and the purpose of having a valid DOCTYPE (http://www.alistapart.com/stories/doctype/) at the top of your document.
