popup window?

I was wondering without using JavaScript, is there a way in HTML to define the dimensions of a popup window, its location, and what bars are visible? Similarily to the javaScript way I guess. I can't use the JavaScipt because I need the link for the popup to be dynamic based on the mouse loaction so I need it in an HTML format? Can it be done?

Javascript can be dynamic if you want it to be.

Do you have a sample of the popup code? It's hard to give an idea without an idea of what you want it to do.

(Is that an oxy-moron? I need and idea to get an idea. Hmm, maybe I'm just a moron....)

Afraid not, it has to be javascript (or if you're working with images, it can be a serverside language)
