I've been trying to get a new review for my site. I'm a bit slow when it comes to design, and I've been looking at this design or variations on it for days, so at this point I really need a second opinion...or several.

If you want to compare it to my existing design (http://excalo.com), that's great. I don't like the existing design because I don't feel that it fits the purpose of the site, but maybe its just me.
Basically, any comments, questions, links, or horribly abusive criticism welcomed!

I'd say right off the bat that if you're a "Web2.0" application designer you might want to incorporate some typical "Web2.0" features into your page. The most obvious example would be hover effects on your clickable items (menu and any other links). You don't need to go crazy in that regard, but a little something would seem appropriate given the purpose of the site.
While we're on that topic I would say that the new design isn't as "Web2.0"-y as the old one but I don't think that's a bad thing at all. I tend to think of horrid webicon/emoticon sites with way too many flashing gifs with sparkle text and adobe flash crap clogging things up when I think "Web2.0." I know it's not a fair assumption and it's a hard notion for me to divorce myself of, but I'm always trying.
With that said, I would like to say that the new design is, in my opinion, far more tasteful than the old - but at the same time it is a tiny bit bland. I like the color you have used here but I think you might want to add a second color in with a very small dose. A little splash of another color would go a long way but again, don't go crazy. A pale green background graphic of some sort (maybe even with a fixed position) is calling to me here for some reason. I'd suggest you play around and see what you like.
I honestly like the header and footer on this new page MUCH more than the ones on the old page. They look more elegant and professional. Less of a "look what I did just because I can do it" display than the old page. I don't mean that to sound mean, but that's a gut reaction I have to the old page. The new version shows more maturity.
In IE7 when I switch to the very largest text option your design breaks a bit. Every other size works well though.
Overall, I would say that this new design makes some important moves in the right direction.
