Recommedations for a email hosting service

I have a few customers that want to send out periodic alert messages to lists that have less than 2K addresses in them. The majority are actually cell phone addresses.

I have the system working fine accept most shared hosting plans limit the hourly quota of outgoing email and these are time sensitive messages so they need to go out immediately.

The customer budgets are too small to get them on a dedicated server so I'm looking for an inexpensive and reliable hosting plan that does not have an hourly quota.

Any recommendations?

Because of spamming, many hosting companies disallow unlimited emails sending. I am looking for one also but i think dedicated hosting is the way. Another way is by using the email responder type of services like Aweber and such.
