Okay looking for a someone to make me a program that does simliar to this >> http://fishnet.com.au/default.aspx?id=227 I want to have something very similar where members can submit a report which is then checked by an admin and allowed to be posted. Also want Pro Angler Reports where they are able to submit reports which are also checked by an admin before being posted. Also must have a search function as shown right side of that website

A few questions on your requirements...
The site you mention also has a few other items. Not sure if you need them incorporated in to any quote as well.
1) It looks like they have a whole classified ads section. Do you need this? If so, how do you see this working (i.e. will members pay to post, or pay per post?)
2) The site also has advertisers. Do you need a module for that, or do you plan on just using google ad sense or something similar?
3) The site also has an image gallery. Do you need that functionality as well?
4) Looks like they also have PHPBB for forums. I'm guessing you'd want something similar.
5) The site has a few flash files, do you need those re-created / developed as well? (http://fishnet.com.au/default.aspx?id=231)?
