BG breaking when scaling window. (limited repeat in IE)

I'm kinda a newbie, so feel free to over-explain.
(as a rough example, see www.voyagercomponents.com/download/bgTest/index.html )

It works perfectly in Opera, and very well in Safari and FF, but is sketchy in IE (same symptoms in IE6-8).

At a certain point, IE quits repeating the BG.

(bg dims = 24x24 px. PNG24. corners are individual PNG's (same size), the rest is repeated in.)

Any ideas?

declare 100% height and width. that might help
start off all css code with

* { margin: 0; padding: 0; }

also validate your pages.
