Are consulting firms or temp agencies a good way to get an entry-level programming job?

I don't know of any consulting firm that will try to place someone without any experience. They are first and foremost concerned with their reputation with their clients, and the quickest way to destroy that rep is to place someone that is wrong for the job.

Freelancing may be a good option for your situation.

Agreed, there are plenty of people usually looking for people to do small odd jobs on the cheap and its a way of getting experience if you have none.

But before you take on even a small job, I would do a small personal project or two to help you get a feel for whatever area you want to gain experience in, be in the web or desktop apps. And if you do that, you can even posts bits of your code here if you'd like a critique on your coding style.
