browser target CSS without hacks?

Hey Guys,
Is there a way to target CSS rules to specific broswers without hacks and JS?

I have padding/margin issues with Webkit/Firefox, and I'd like to use clean CSS, and not count on JS...

There might be some good solutions, but we need to see the issue, to say somehting. A link would be very useful.
