Heading tag leaves too much space

I am trying to cut the space between the heading and the google ad in half how can I do this?

ex:
http://www.eco20-20.com/Hydrogen.html the Hydrogen title is very far from the google ad. Is there an easy fix to this?

Should I half the padding bottom to 10 or 5?

Also the title doesn't even look like an h2 tag either.
