Can you build a search engine?

I want to build a new search engine, that user can control the ranking of search result.

For example, user can click a bottom to move the listing position according to usefulness. The engine rank position by users feedback.

Why doing this? If you search "best place buy flowers" or "best place buy foods" on yahoo, you'll find the number 1 listing is useless site. bestplacebuyflowers.info and bestplacebuyfoods.info(my sites).

Seriously, even google, search result are not too cool. Lots dead site, link far site, useless sites list high. A good SE must have user feedback involved, machine is not good enough for now.

Interesting concept. Do you realize the amount of data you're talking about? Server costs alone will be hundreds of thousands if not millions.

sounds like digg - there is a few scripts out there already that would probably do what you want.
