What I need to view/parse these files? It's item information for a game and I want to extract the data and build a database.

You can usually parse files in a number of languages. If you need more control, C/C++ will let you parse anything with tricky uses of you're pointers.
I'm not going to copy / paste a url. Post a file format if its in plain text and you're language of choice and I'll see if I can help.

Yes, I'm not trying to hack the game, I'm trying to build a database off it.

Something like thottbot or alakhazam

Can you show us what the file format looks like?
So long as its not encrypted I'm not worried.
I find generally plain text files are line separated records with spaces, commas, etc to separate the properties.
This isn't the case if you're using C or C++ though, you can just point and insert specific number of bits into the file and do the same when you're retreiving them. I love structs.

I opened it up in a hex editor and this is what it looks like, I'm just not sure where to go from here. I just want to build a database off the files.

Looks like you're out of luck.
Chances are thats an encrypted file. Notice the right hand pane, thats generally the ascii character representation of the hex data on the left. Its possible it just a really long header, but methinks the files been encrypted to prevent reading, and more importantly, altering.

The text on the right is readable though, Cash_Pet_Extend ExpireDate, etc. Like Fou said though, they could be the headers. If you know more about the game those may make more sense to you.

It looks like byte code, I don't know what language its in. I couldn't read the full size image at work yesterday (though I can tonight :P), though I'm not sure why it blocks the full but not the preview image on image shack. In either case, its not text thats meant to be people readable.

Looks like it's got a top layer Blowfish encryption on it. There's multiple decompiling software out there, however, it takes time to learn how to use it, and the software's quite expensive (if you buy it). I'd suggest finding someone with reverse engineering and ASM experience and seeing if they'll grab the data files for you.

I'd offer, but I'm not up for blackhatting the nonprofit sector. Good luck though.
