ok so a few weeks ago I had posted a question about a shopping cart.

Things have changed a little. This group of people are wanting to sell things to members and use some profits to make a charity donation.

they would like:
admin area to make a change to who is a member.
shopping cart
paypal integration.
certificate generation (assumed this will be member certificate...an image with text).

Now, I have no problem to create all this stuff myself. But it seems to have cms written all over it. With the possible exception of the last one.

Would using a prebuild cms over a custom additions be the preferred way to go? Also if I could get an estimated cost of what I should tell these people (2 month timeline) would be great.

Many shopping carts already have builtin registration systems.

CubeCart has a registration system. It has a decent admin area as well. There is also zencart which has a login and admin area also. Both integrate well with paypal. Obviously if you go with a premade CMS/shopping cart it won't cost as much.

Use Joomla. Then look around for a component. That's the best way to go for it. Plus it will only cost a couple of pounds/bucks/yen to buy a decent component.
